    When you call it in, they ask the location and they usually ask for the plates.

    a specific set of numbers are asigned to a specific make and or make and model. if the guy changes the plates he better do it with the same car. which most people notice are missing and report it in.

    it reduces his chance (or hers) .

    they're getting calls all the time for possible matches. and so they will decide if it's worth checking on. they're spread thinly I'm sure.

    It's just your job to call 911 and tell them, I see a car that matches the one I heard about Yet I'm not sure if its the one. and say I have a license number or at least grab the last 4. You might save a childs life.
