Purchase "Tier 1" / "Direct Internet Access" from Century Link, ATT, Level3 etc. They provide service on a fiber pair that you plug into an SFP module on one of the uplinks on your switch;
This is the switch ( looking at this because it's affordable and highly rated, as well as the jacks are all SFP so I can get bi-directional modules allowing me to use just a single fiber strand per subscriber )

fill the 48 ports up with bidirectional SFP modules
install one strand of singlemode fiber to 48 customers
one end of fiber terminated and connected/patched to bidi SFP module at switch
other end connected at customers premises to media converter;

I guess you probably want to purchase DIA from 2+ providers for redundancy and load balance traffic between them when they are both up. Also I want each subscriber to have their own public-facing ipv4 address ( no carrier grade NAT ) , so looks like you have to buy those at auction for around $12 a piece. UPS power for the switch, etc.
How technical/difficult is the network configuration and maintenance to provide reliable secure service? -

2018-11-03 at 10:36 PM UTCI mean, if you're comfortable enough setting up routes (switching is largely automatic) it's possible, but why would people use your service instead of a tier 1 provider considering you're just reselling?

2018-11-04 at 5:51 PM UTCNo, I'm not. I'd be much better at getting the pipe and hand-holes in the ground and getting fiber from point A to point B. I'm theorizing this as something built evenings and weekends to get started.
Advantages I could have over competitors;
Synchronous / Full-Duplex data rates. Unlike the competitor's DSL and cable that only offers an upstream rate that is a small fraction of the packages advertised DL rate. I can say my equivalent package offers them almost double the throughput as the Cable and DSL provider whose small print reveals their upload rates are only around 10% of the packages advertised bandwidth.
No coercion to bundle. Many of the mid-range and higher end data packages offered by the others come bundled with tv programming and/or land-line phone service which aren't necessarily wanted and serve to muddy the waters about what rates they are really paying for web access. I know many people that only have basic internet and use their cellphone for voice and netflix, hulu, prime video etc for programming. I think that is many people's preference and where they are heading if not already doing it. So I can demonstrate that focusing on a good internet package is cheaper and lets you consume programming a-la-carte , eat what you want not what the networks want you to eat etc etc.
No overages or data-caps. The two competitors both have already implemented data caps ( as low as 1TB/mo ) and they hang you out to dry with overages or make you subscribe to an add-on unlimited feature at additional cost. I could demonstrate with nice charts how quickly you could exceed their monthly data rations with moderate to heavy usage and/or point out the hidden cost of paying them even more for unfettered access. I think people like the notion of unlimited access whether they need it or not, see people that only use a gig or two a month choosing unlimited data cellular plans, financing their cars vs leasing and dealing with mileage restrictions etc.
Support a local company. I'll live, work, and spend in the area serviced. You rather give business to Mr. A who wants to provide you something better, or to corporation XYZ headquartered in another state that just wants to find more ways to bleed you?
Opportunity to provide better customer service. No rigmarole getting bounced around between know-nothing call center contractors on the other side of the world. You get someone with the info or very close to the info who doesn't try to play the hold/out of the office/leave a message that wont be acknowledged games.
Opportunity to provide more tidy installs. If someone has particularly unsightly wiring/equipment from competitor show them photos of the install that you want to do and how it doesn't detract from the appearance of their home. And let them know they can get rid of the CRAP poorly tacked to their siding.
Opportunity to provide ethical billing. I think this would be one of the biggest ones. So many people hate one or both of the big ISP's and feel trapped into using them. They are told they are signing up for service at say 80 a month but their bill is for 95/mo and they have to call every-single-month and waste their time on the phone getting it fixed with the promise that the agreed price will stay the same on subsequent bills, but it's not, you have to call them every single month. Just experiences like that because there is some disconnect between billing and sales and customer service or whatever the issue is.
Upgradeability. It's all in pipes, MANN. The fiber should be good for 10Gig upgrade from the get-go as soon as the equipment to support it is affordable. Beyond that if new cabling is needed for the next big step then unlike the cable company and phone company who just direct-bury a cable or phone line ours is piped up to the house. An installer can pull a new better line in lickity split instead of having to put in a new burial cable. -
