"nips" does come from "nippon" and does have an offensive connotation, but the word "nippon" itself doesn't, it literally just means Japan. Like "nigger" comes supposedly comes from the latin "niger" though spanish, but the word literally just means black and doesn't carry any of racial charge that nigger does. -

Negro? Lol yeah it does have the racial charge. If you wanna call a black person by their skin you say moreno/morena. Negro is the equivalent of saying 'colored' and it is still used by lots of older people. Not as bad as nigger but you wouldn't wanna say it to a black Dominican or something. -

I mean shit, what do I know, I just read the first paragraph of a wikipedia article on the etymology of the word nigger and am assuming the Latin word for black doesn't have racial meaning. Maybe it does, it just seems like a pretty reasonable assumption that it doesn't.
The point is that "nip" only took on the racist overtone when borrowed into English as a demonym. -
