So if you're familiar with the concept of dark matter you know it's bretty weird. In short, there's something wrong with the mass of galaxies. Among other things galaxies are supposed to spin faster towards the middle of them than they do towards the outer edges. Yet they don't, they spin at the same speed near the edges as in their galactic centre. To account for this, galaxies need more mass/matter. So scientists came up with a term for the missing matter, and they called it dark matter. Now, if you're familiar with the scientific method you know the theory you should go with is the one that relies on the least assumptions. And assuming there's this invisible matter that we can only detect due to the fact it gravitationally interacts with the matter surrounding it, is assuming a lot. I've heard about an alternative explanation that relies on a framework of extended temporal mechanics. Now, that might come with some assumptions as well, but it seems to me, adjusting the way we understand temporal mechanics is a smaller step than blatantly assuming there is a type of matter that has the characteristics of what we call dark matter. The solution of the alternative theory goes a little like this.
It proposes to solve the galaxy rotation problem thus: The further towards the centre of a galaxy you go the more dense it gets therefore it has greater gravitational potential towards the centre as opposed to the edges. Ergo, due to gravitational time dilation, time moves slower towards the centre of the galaxy relative to the less dense outer edges of the galaxy. Therefore it can be said that there is a temporal retrograde towards the centre and a temporal antrograde towards the edge, however the speed of light is c(The same/constant) from all frames of reference, so, all of the light radiating from the distant galaxy must arrive for an outside observer at the same time. Granting merely the illusion of all the stars having the same rotational velocity and eliminating the need for dark matter.

It seems like you misunderstand how dark matter was theorised.
You say that we should treat the mechanics of galaxies with GR, but that is what we already have done and led to the assumption that undetectable matter exists.
General relativity implies that distant galaxies have a mass, lets say M. Based on what we can detect (luminous matter), the mass of such a galaxy comes out to be < M. Therefore something is missing which contributes the rest of the mass, hence 'dark matter' or matter which we can not detect (as of yet). The observation of gravitational waves very recently may lead to breakthroughs in the near-mid future because now we potentially have an imaging technique.
GR and space is not my specialty (quantum computing, solid state is) but I think that about covers it. Conceptually I kinda know whats going on but I wouldn't know how to solve the Einstein equations, for example.

1. "galaxies do spin faster near the center. The Supermassive Black Hole, (SMB) at the center of most galaxies is the reason for this. In our own galaxy, near our SMB, stars have been recorded at velocities in excess of 5x10^3 km/s. In comparison to our solar system's leisurely 230 km/s.
2. Relativity, the center and edges don't travel at different speeds compared to what? In your stated case, single frame from a single observer, one time, one point. This is not how we have observed the universe. We haven't just seen a single photograph and made these assumptions.
3. Dark Matter is likely not a single thing. It is generally a blanket term used to describe some things we have ideas about, but really aren't sure.
4. Temporal retrograde/antrograde is applicable in a single frame in your postulation. However, over a given time period, the light emitting objects would have moved, revealing their velocity, by distance traveled since last viewed. The distance would be calculated using the observable xy axis change, and red shift to calculate the z axis.
5. Remember, it's all relative.

If you need a physicist then make a report to MUFON. I did and had a physicist from a reputable college called me and I had him on the phone for hours- he was an interesting fella who had a pretty interesting story (he worked for the military in his youth).
Besides that, I am sorry I cannot add anymore to this discussion, though I find it to be a very interesting subject. My dad and I always had similar discussions regarding shit just like this- the thread really made me think a lot about him as this is the same sort of questions we would bounce around with each other all the time while he was alive. I will be checking back and hope the discussion continues.
