    Territories are districts. Districts are territories. The federal court there is called the "United States District Court for the District of Puerto Rico"
    
    That's the official term that the department of justice uses. I think it's just not commonly used because the areas within Puerto Rico (states, territories, provinces, etc) are called distritos. Idk.

    They can still vote, just not for some things. Like they have no presence in the senate and can't vote for congress.
    
    Apparently congress is because congress has complete jurisdiction over DC in all cases, which is a lulzy power to have in your own home.
    
    They CAN vote for president though. The 23rd amendment was adopted in 1961 and gave DC the same amount of electoral votes as the least populous state, which is Wyoming with 3 electoral votes (population of 579,000)
