they'd have a hard time trying to engage a sniper from a moving vehicle. depending on the situation it may make more sense for the agents to surround and shield him until the threat is dealt with - like benny said, SS training was overhauled after this incident, indicating the agents were likely poorly-equipped to handle the situation at the time. -

the secret service was probably until then just a better funded and better dressed bodyguards.
the reason they're called secret services was that they most likely were responsible for handling secret and dirty bussiness of the president like getting drugs or bringing prostitutes in and out of the white house. and maybe also extorting and intimidating congressmen.
