   Dude enters ajoining row house (Townehouses?) wall to enter the attic of his young neighbors to peep in on their bedroom with wife, husband and baby girl in a crib.

So, they installed a camera to see just where the racket was coming from; when they played the footage back, however, they couldn’t believe the terrifying images.     this is Stranger in the Attic.. which maybe it's a knock off?
    
    I think it's 1989. made for TV or made for HBO (which is more or less TV)
