   This whole chipping thing just seems like a natural progression with regards to the capabilities of technology and the government wanting to keep tabs on everything. I doubt it would be mandatory though, just implemented in such a way that if you want to do anything more than be on basic income and sit in cell indulging in VR you'll need a chip. Like a drivers licence, you don't need one but to be able to drive/live you are forced to get one. See totally voluntary.
