for the most part.
most providers nowadays provide an option to root the device or unlock the bootloader, but they require an activation code through their website so they have that information if you make warranty or support claims in the future.

Technically all can be. I've never actually looked into the process of actually finding a way to root phone though. As far as just running software/scripts to root your phone, finding the software/scripts(look on XDA) generally depends on the popularity of the phone. Shitty phones that aren't popular are less likely to have written software/scripts due to less desire.
