If a man has sex with a 15 year old girl with age of consent set at 16 depending on the state, circumstances, intent and after reviewing and investigating the whole case the punishment should fit the crime and the laws of land, jury and judge determine the final outcome which should be fair and individually based. Still it can change dramatically just with a few added details...for example if the 15 year old girl has Down's Syndrome and the male is her teacher everything is different.
