oh.. point being.. if everyone has a 3 shot minimum, they should just aim for the kneecaps if the suspect only has a knife. someone is going to hit him a few times. the torso is wider so they aim for it. but it's almost a certain leathol shot. if the person has a gun, different story. or a knife to the throat of someone. but just holding a fucking knife or suspected of a knife should Not result in that many shots.
