Europe is breaking away from US foreign policy, slowly but surely. At the moment the two biggest issues are Russian and Iranian energy - the US wants to force Europe to buy US gas, but transatlantic shipping can't compete with the eastern pipelines so they're trying to use the nonsense Crimea (and other) sanctions for economic benefit. The coup in Ukraine was largely a step toward this end.
Germany's having none of it though and are pushing ahead with Nord Stream in the face of direct US sanctions.
The same thing is happening with France in relation to Iran - the US pulled out of the JCPOA, but the European parties are still uphding it for massive joint infrastructure projects with Iran, again in the face of threats of US sanctions.
The EU is finally starting to see that the US only cares about its own well being, and that there is no benefit for them to follow US foreign policy. Trump sees this and is desperately trying to bring them back on side, but he's all out of carrots and there are only so many times you can threaten someone with the stick and still pretend to be friends -
