general location (city maybe, depends on how your ISP hands out addresses), owner of the block (ie. your ISP, or business/school if they own the address range)

not a lot really. you need to get the ISP's assignment data if you want any real personal information; typically people used to call in to head office pretending they were from a kiosk or store or something and try to trick the call centre into getting data on an IP address for them, but it's become a lot more difficult with them being forced to try to protect 'private' information and I'm pretty sure none of the old codewords (ie. saying that your connection to the 'grandslam' system is down to an AT&T rep and asking them to run the query for you) still work

You might get a general geographical location. I don't know the term but also basically who ever issued the address - as in the name of their ISP or VPN provider if they were using one, etc. Then based on that they can have their friend at the ISP associate the time of access and the IP address with your billing account which would presumably have your name, address, and phone number associated with the account.

Or if they don't have an inside friend they can trick a reatard peon in customer service into revealing such. Or have their shady internet friends look into for them - there have been plenty of instances of major ISPs having these records vulnerable for unauthorized web access.

interesting. specifically, if i have a log of ip addresses that someone connected to some website from, but the ip changes sometimes, is there any way that i could check to see if all those IP's are from the same internet connection?

like if they connected from a different location than their home, but it was still in the same city, would there be any way to tell that?

complicated question...

easy answer is no, but there are some caveats.

If you suspect someone is taking their laptop to multiple wireless access points to email you gay porno or something, the IP address that you receive the email from is actually assigned to the router they're connecting from (ie. the free wireless access point at starbucks) so trying to investigate it will do you no good.

If you suspect that person is connecting from a VPN, you can use whois or the ICANN database to determine which VPN owns the IP range, and if the target keeps connecting from within that VPN's range, it's a safe bet it's the same person (there's always a chance multiple people using the same VPN want to show you their penis, but that's far less likely).

If you suspect the person is using the same connection each time (ie. their home connection) but they have a dynamic/leased IP and it keeps changing, you can try using something like nmap to fingerprint each new ip address that comes online. Typically you'll be able to tell what ports they have open and from ICMP responses, which operating system they're running and some other basic info, which should be the same each time you check suspect IP addresses. If the target knows what they're doing it's possible to spoof or block the majority of this information from leaking.

Yep, hence rough location.

You only get the actual location if you have a warrant to get it from the ISP. It's only going to show the location your ISP is issuing your IP address from.
