    Prussia is today's Germany.

    Prussia originated in 1525. From 1283 - 1480 what is now Russia was a vassal state of the Golden Horde known as the Grand Principality of Moscow. From 1480 - 1547 it was still known the Grand Principality of Moscow but was a sovereign state. The Tsardom of Russia began with Ivan IV in 1547 a full 22 years after Prussia began. So most likely Ivan was to poor to afford a letter P or he was able to solve the puzzle without it.
