He was using a rifle and he was on a tower, though. Not so easy to kill a sniper just cause you're carrying a gun. Localization devices and having your own scope + tripod could help though. That's what happened in the Vegas massacre, whether or not there was more than one shooter, if you can't pinpoint where the shooter is at, you can't effectively shoot back.

It's not hard to build these devices, and they should be everywhere large amounts of people gather, in case of stuff like this. But then the perps would start using bombs, or other methods other than sniping. The root cause of this kind of madness must be understood, so it can be prevented to begin with.
