Drunken guy just randomly takes a sock off on his walk home and tosses it on the boulevard?

   I think that a lot of the clothes that end up strewn about are from various people having sex in the streets for various reasons.
   
   Trash I think is due to bums and also people who litter. I've seen trash fall out of garbage trucks before, not only during loading it up, but also sometimes bits fly out. If a trash bag falls out of a can while being dumped into a truck, the dude will just throw the bag into the truck, he wont care if a bit fell out of the bag on the sidewalk.
