Why do the Chinese do the Dragon Drums?

   I live downtown and I just saw a Dragon Drum out my window and I thought to myself "Wow this is a really trippy stimulant hallucination"
   
   But if it was real then I was just attacked by the wild Chinese, did they just cast a spell on me?. Why do they hammer a drum randomly in the afternoon on a Sunday.
   
   I just want to smoke weed outside without hearing a Dragon.
