We don't know the exact pagerank algorithm (there's a paper with a formula but it's old and even then it's obvious there was abuse prevention that wasn't discussed) but it's generally understood that excessive outlinking is penalized. The real answer is I just need to flag the trash forum in robots.txt and probably set up a sitemap. Haven't done that yet though.
