I think I've talked about this a little bit elsewhere but I think there is some kind of a force (perhaps beyond human comprehension: we could absolutely be less than even what an ant is compared to a human) that has driven creation. I don't think it has intent; intent is a human construction. It's something way, way beyond that.
The reason I believe that is because the universe as it is now is pretty undeniably exceptional. A "universe" and observers (like us) even existing is exceptional. The core laws of physics we know of require way more assumptions than a set of laws that don't form a "universe". It's very conceivable for the laws of physics to be way, way simpler than they are now and have no conditions where a "universe" (any matter, any particles, even any fields etc) exists. Exceedingly so, in fact, to the point where our existence is virtually impossible. But that encroaches more into the field of metaphysics than philosophy or science.
I don't think there is a beardly dude in the skly, for sure. But there seems to be a default assumption amongst humans that if there is a supreme being, we must be made in his image, its ethics must be like ours, or his analogue of "intent" is similar to ours. Maybne our idea of an intelligent or purposeful being is so primitive relative that "god" that it doesn't even really make sense; its "intelligence" could be so far beyond us that it seems like a simple naturalphenomenon but it's something more than that.
