Are you downloading CP via torrent? That's an awful idea. There are sites like http://iknowwhatyoudownload.com/en/peer/ that show what torrents are associated with your IP address.
VPNs are not very expensive. I would recommend one (or Tor, or both) if you're going to be engaging in high risk activities like that.
And sorry to break it to you, but pedos will never have rights, and CP will never be legal, at least in the west. Maybe move to the third world where no one cares. -
