If you tied a bunch of balloons to yourself, just enough that your not being lifted, could you use the motor from a paramotor to fly around with the balloons? Or even something else like a drone/fire extinguisher/compressed air tank?

A paramotor derives it's lift from the forward motion and the shape of the parachute/aerochute/whatever. Also the accident rate from paragliding is insane.
Directing trust downwards in order to ascend would be unstable, but it'd probably work if you had some sort of other arrangement of propellers.
Using compressed air as a method of propulsion simply isn't efficient, as the thrust to mass ratio is so poor.
Just get an ultralight aircraft or a powered paraglider
I think I'm gonna get a powered paraglider and one of those automatic airsoft guns and rain down plastic balls upon unsuspecting children below
