It's Latin. And it can be read in every direction. It's a pretty dope Palindrome. What is even more unique about this is that "AREPO" is a hapax legomenon. That means it is not found in any other Latin texts. The most likely explanation is that AREPO is a name. It would translate like this in that case:
The farmer Arepo works the plough.
It is also an anagram.
