There is a very simple explanation for this: the Bush administration didn't want anyone to know that they 100% dropped the ball. They consistently dismissed a large amount of intelligence that indicated bin Laden was plotting to attack the United States and didn't take proper security measures. What they were afraid the public would discover was not some vast conspiracy but rather their breathtaking incompetence. Much of the aggressive political posturing after 9/11 was a (successful) attempt to distract the public from asking "why was this attack not stopped?"
I think it's a vast over-simplification and a misunderstanding of the way the American corporate military industrial complex works to say "the government" when talking about 9/11 or any conspiracy. Maybe there were disparate forces that knew but compartmentalization is the reason these things succeed and the reason we'll never know the full truth. Everyone in "the government" needed to be able to maintain complete plausible deniability. Saying "the government" hurts the "truthers" argument by being simplistic and most likely false. The dirt work was done by global and private forces.
Bin Laden did deny involvement in the attacks. His involvement was tied to the alleged tapes they found in one of his compounds. Senate Majority Leader Tom Daschle (D-SD) was on the Senate Intelligence Committee stated in a 2002 press conference that [he was asked by VP Dick Cheney NOT to investigate 9/11 "on several occassions."]
