   lol, did you just google that or are you familiar with anonet?
   
   it's basically a VPN accessible through tor/i2p where you can claim an (virtual) IP range and administrate it as though you were an ISP - that means managing addressing, BGP and routing to make your services accessible to the rest of anonet etc
   
   OpenVPN and quicktun are for actually getting a service on the network; bird is a BGP route manager that you need to set up if you want to make your services addressable
   
   if you just want to browse there are a bunch of imageboards and IRCs and stuff, nothing particularly interesting as far as I know though
