they'd just drum it up as needing more money for missile defence tech, just like how Russia is constantly either 'nowhere near our level of sophistication' or 'catching up to us' depending on whether they want to project cultural superiority or drum up support for increased military spending at the time
The real reason they can't accept it is because they would no longer be able to conduct blatant aggression under the guise of 'military exercises' or continue their attempts to starve the country through blockades, sanctions and aforementioned 'military exercises'. -
