   your front entrance in most states is called an "Easement". Though it is not legally public domain, you can stand on it until a property owner tells you to get off.
   
   creeping people out is not really against the law unless the person(s) in clown suits have prior convictions of invading private property of burglary or other.

   my favorite clown is bozo the clown, when i was in the hospital for a month at four, 2 women in bikinis and "bozo" the clown came in and gave me hot wheels, i wasn't scared of the clown, but just more shocked that 2 women in bikinis (with sexy teezed hair) and bozo would bring me hot wheels leading the way.
