I notice I only ever see these in places where there's a whole lot of crime and drug addicts. What's up with this? Are the people responsible for these signs that clueless?

the signs come as a response to high crime rate and drug use in a specific location. alas the powers that be are very misguided by thinking that people will comply with instructions printed on a sign if the person reading it is a criminal delinquent who does drugs.

I remember in high school I drove to a friend's place for a house party and got confused because all the signs were bolted to the gutters rather than on signposts like usual
"oh yeah they did that a few years ago because people kept tearing them down and throwing them into traffic"
