If that does turn out to be the case and the guy was seeking revenge for the death of a family member etc...I can't say I'd blame him. -

It's one of those furry scarves deliveroo riders wear in the winter to keep their face warm. I don't know anything about this story but he was probably using subsonic .22LR. The suppressor makes it harder to cycle, especially in the cold, would have thickened any lubricant oil on the slide.
Either he didn't test the setup beforehand in the conditions it would be used, or he knew he'd have to cycle it manually and just practised. He prioritised the reduced sound signature despite the potential for malfunction.
