It was some kind of special software under development in the 2000s that was similar to traceroute but much more detailed and effective. An ordinary traceroute for totse would stop in the bay area servers, but this software supposedly showed that the traffic was being routed to wherever the CIA/NSA is in Virginia. I think they may have said something about DARPA. -

This is extremely underrated. This was created with the computer program maltego which basically just finds internet relationships between websites/people. Someone clearly spent a lot of time making it, too bad that without the original files you can't easily trace anything - though it makes its point. It's no doubt uncovered many conspiracies. I remember it was discovered the forum Totse was being mirrored to DARPA. -
