The better question would be why would anyone want to?
Why would anyone want to literally start again with no bio, no followers, zero posts etc on a site that prolly wouldn't even have a tenth of Twitters users so would feel like it was dead in comparison. Is the reason no other video hosting sites are posing any risk to Youtube
Why would anyone want to invest money into that site when Twitter is already dominating the market? You'd be unlikely to see a return on your investment making financing such a venture extremely difficult
What is so wrong with Twitter anyway that you so badly want somebody to re-invent the wheel? You know the world isn't only black and white? we live in a world of over 10 billion colours. It doesn't matter if you don't like red because there is yellow, blue, green and billions more in between. If there are ideas on Twitter you don't like then move on to the ones you do.
I think what I'm trying to say is best said by something my Mum used to say, "If everybody was the same the world would be a very boring place". Luckily everyone isn't the same, but that means there are people who think very differently to you, but that's ok, its a very vibrant and amazing world we live in. Maybe you should concentrate less on the aspects you don't like and more on those you do.
It would be very difficult to challenge Twitters market dominance without coming up with something that could offer users better than Twitter already does. Otherwise you would be hoping on enough users leaving Twitter to make it pay off without giving users enough reason to do so. In other words a very expensive risk.
Unless you have spare billions that you could afford to lose?
