The goal is the outcome, the plan is the path to get there.
Generally setting a goal means you aim to make something a reality, and should it fall through it's a failure.
If I make plans to have broccoli stuffed chicken breasts for dinner but due to a black person stealing my breasts the plan doesn't come to fruition it's not a "failure" as other dinner arrangements can be made.
However if I make it my goal to have broccoli stuffed chicken breasts for dinner and I fail to achieve that goal due to the theft...it's a failure, the goal is not fulfilled. -

If you planned it wouldn't have been stolen or you would reached the goal of having your desired meal. You didn't plan you simply had a desire. -
