You can also get that same error code if the CMOS battery on the motherboard is dead. Can't hold RAM settings. Dead CMOS battery also causes those other hit and miss POST events.

Can a PC boot up without a CMOS battery?

Simple answer is yes, your computer CAN run without a CMOS battery. CMOS battery is essential as it stores BIOS settings and the Real-Time Clock. In most cases, However, the only issue is all your BIOS settings will be reset and the time and date will be inaccurate. You will also be unable to save BIOS settings.

Does it have PCI slots or is the older ISA architecture?

If it's PCI check that all cards and memory sticks are fully seated.

Most parity errors are caused by electrostatic or magnetic-related environmental conditions. The majority of single-event errors in memory chips are caused by background radiation (such as neutrons from cosmic rays), electromagnetic interference (EMI), or electrostatic discharge (ESD).

CMOS also stores the RAM speed/type settings, so although you can boot, the default RAM settings are being used, which may conflict, slow or create artifacts with the actual RAM sticks being used.
