   Flooding is generally caused by the destruction of the lands natural biomes ...this is common knowledge...too much concrete and the destruction of natural "water sponges" such as swamps forests etc.
   
   The only solution is to kill off humankind...a quick way to do that is to increase the Earths temperature by a large margin...use more oil and burn more coal if you care about the long term health of the planet and get rid of those pesky humans.
