I think if it was 'legal' or less cracked down upon like pre 2001 war on terror stance with our current knowledge and technology I think they would try to do some big attacks but I don't see how you could pull anything off in the modern age. Really the only tactic they have left at this point is a suicide bomber every few years because they are all needed on the frontlines of their illegal opposition to actual nation states in places like Iraq, Syria or Israel.
the only way to stop it is either killing every person or coaxing whatever nation states these people come from to crack down just as hard as the Five Eyes, which isn't hard to convince most nation states just send them a little military hardware and some cash, call it "The global war on terror" and the problem goes away
