   which editor. i dont think the ones i use being illustrator and ipad apps like procreate and artstudio have this.

   pretty much every gif editor i use has a glitch mode
   
   I use clipchimp and a hacked version of this https://photomosh.com/
   
   you can also do it by hand but I forgot how. Meikai did a glitch by hand it was pretty dope
