this is one rebuilding fund I found. Key word FUND which means it's already funded they have the money and are looking to spend it. It's not like Ukraine joining will cost them more money if they decide to build a roads as that money was already marked for road building.
Ukraine might get more of those contracts if they join but it's essentially an investment for building transport networks connecting to the EU also muh climate change
I've never heard of an EU fund for rebuilding war torn countries. I doubt one exists. -

The idea that there will be some sort of mass migration or rebuilding cost simply for joining an economic union is totally insane and there is not a single piece of evidence suggesting that will happen. It's pure fantasy. -

The Greek economy was it's own disaster and yes they took bailout money from the EU, I remember that. I don't think the rest of Europe is like that, all those countries you named are places with relatively high GDP and good industrial bases from former soviet times, they are export economies to Europe.
Same with Ukraine except they have an even more diverse economy than other balkan eastern countries. If I was gonna open a weapons factory it certainly wouldn't be in western europe, way too much regulation. That's why Britain left the EU (also the banks) but I think they just didn't want some retards telling them how to make cheese and banning everything, the EU is retarded.
Romania, okay that looks pretty bad. They are obviously a much poorer country than Ukraine.
Which is why having Ukraine join the EU is actually a benefit to them. It will end up costing the people of Ukraine I think more in the long run than it will cost the EU, y'all got it backwards.
