well yeah, the AP rod needs to stay intact to transfer enough energy to drill through the plate, defeating it is usually a matter of using something hard enough to deform the penetrator. if the carbide tip is just a coating it doesn't stop the body of the penetrator from twisting or bending, it just protects it from being worn down.
III+ rifle plates are supposed to be able to defeat steel-core rounds so depending on the load small HSS rods might be enough to punch through them
and yeah I saw that Rostec video, it was way too ambiguous. it just says that they tested a US-made plate that was given to AFU troops but doesn't show anything that indicates who manufactured it, then they shoot the same plate with a bunch of different rounds and act surprised when successive hits weaken it
