You regulate them, and the regulating body tries to establish themselves as the New Aristocracy. It's a death spiral. It's the boa constrictor tightening around your chest a little more every time you exhale, preventing you from inhaling just a little bit more with each cycle, until finally you're dead.

Or maybe relocate out of one of the most expensive places in the country. Plenty of places in this country you can live pretty cheap and have a decent life.
