Yes it is, Woody Allen was born in NY and is an American citizen...as such he's privy to the US laws regardless of which country he is in (as previously explained US citizens having sex with minors in other countries can face changes in the US).
US law states having sex with someone under the age of 18 in another country regardless of the countries AOC is an offense and you WILL face charges if "caught" when returning to the US. -
