So fun fact and hot take incoming. Fun fact - pretty sure one of these stealth bombers was just hanging out over my house flying in weird patterns for over an hour in my early 20s. And I called it a reverse engineered government ship that I figured they were gifted by some aliens.
Hot take, I don’t think they ever were capable of making this aircraft and I think it’s funny no one is batting an eye just believing them that they somehow lost the capability to do so? Like huh… -

it's not so much that they 'can't' make the parts anymore, it's more likely that the US just outsourced a lot of manufacturing required for the supply chain and need to figure out a new way to build them since there are strict rules as to who can provide parts and services for military and national security products.
I don't think there's anything 'extraterrestrial' about the designs; the nazis originally came up with stealth coatings during WWII but weren't able to get far due to constraints on resources. they famously tried to send a submarine to Japan containing a prototype stealth plane and a bunch of uranium in the last days -

its an indication that those aircrafts are being used way beyond their "best before" dates.
those cooling system were designed to last the whole planes service life and were never intended to be replaced.
its the US's ability to procure new aircrafts to replace those that has reach their end of life thats has been crippled. -

I mean it's literally capable of manufacturing these parts, that's why they're recruiting the engineers cuz the last time it was done was freaking 21 years ago apparently and this is some very specialized part of a very specialized machine. Then there is the whole political/financial component to it. Youu can't just spin up The Old B-2 Heat Exchanger Factory and pump out parts like this with literal 0 effort cuz usually defence projects like this were contracted out to like 500 companies making 1 sub part apiece.
They know exactly how to manufacture it and have everything they need (zero chance it's not the case) but the company in question likely exhausted their 20 year manufacturing contract and said "we're not making a bunch of money on this thing any more " and didn't renew, or the relevant department purposely didn't renew cuz they figured it is just cheaper to bring the machinery in house.
