The system should exist so that everyone profits instead of it being a net loss through taxation.
Ex.
Temp employment agencies and welfare is one system, you gotta work a certain amount of hours and you get $400/mo instead of hourly rate you are salaried at a fixed rate, fixed rate labor (so companies have incentive to want such workers), or starve

It's more of a jail than a shelter...you can't really leave. And it's for all ages. Families were separated, women in one part, men in another part...kids in another part.
