I don't think it's possible for state entities to exist without massive disproportions in power one way or another. The market is naturally disproportionate in power and state entities are essentially corporations funded by the common people. Market entities are the ones pushing technology forward and investing in it, with government regulations having to keep up with innovation and control industry self-regulation
It's more profitable to have less concentrated power in the current climate which is why open source, OpenAI and companies that skirt laws with grey market products are becoming more popular I think because even though they lose "edge" in the short run, if you are the only 3D gun printer you can be shut down, your technology can be seized and made illegal
but if everyone has access to that technology and there are 500 companies doing it illegally, like the cannabis market, suddenly it becomes impossible to ignore and regulate out of the market when the entire market shifts and establishes itself around technologies, i'm sure there are a lot of historic parallels here with the industrial revolution.
