the mod itself is a hacked version of the directx library that pipes rendering output to a simple fi'lter engine, so you can do stuff like this, pixellate and restrict colours to a specific palette, or a bunch of other stuff like adding shaders or intensify specific colours/modify contrast etc
it was a fake 'current affairs' show where they invited celebrities nad public officials on to talk about ridiculous things, in this case they convinced Phil Collins to back a made up anti-paedophilia group called NONCE SENSE and got him to repeatedly say I'M TALKING NONCE SENSE
