you can probably order it bulk from somewhere online like a kilo for a few hundred $$$
Making it even small scale would likely require at least $1000 just in glassware, reagents and stuff. It's not impossible, could be relatively easy for all I know but the hurdle of making your own lab is a big factor, also being able to find direct precursors, or making them could be a challenge

you need to the two chemicals I circled, that seems to be the starting point (they don't make it, probably just ordered it from Sigma) you likely don't have the ability to order such things (unless you are a uni student with access to the chem shipping dept)
It could be tricky to get those, I have no idea how they are made. I'm guessing there's a hazmat fee for shipping , probably not cheap but you could reasonable purchase enough to make anywhere from an ounce to kilo for maybe several hundred dollars

I'm guessing you take a p-chloro something or other, I know benzos start from a similar point and not sure how all that works with piperizine but piperizines tend to be on the easier side of use, I think there's a piperizine stimulant that used to be popular and I know of a synthesis using it to make an opiate

I checked online and you need a prescription to buy it. It is possible for me to access chemicals unseen but I wouldn't be authorised to use the lab.
