2023-02-12 at 2:56 AM UTCI don't think these balloons are anything out of the ordinary; there are international rules and treaties relating to plane and drone surveillance but high-altitude surveillance has been left deliberately vague because the more powerful countries rely heavily on satellites and do not want to lose their competitive advantage. balloons can potentially hover at a similar altitude to low-orbit satellites so any sort of agreement on one would affect the other. if they were a legitimate threat it's unlikely that information would be released immediately after they're intercepted.
