right, it looks like two shots from slightly differently positioned cameras stitched together. This this one where the original footage panned along with the penguin but they stitched the frames together to look like a wider angle shot:

I think it's actually a compression algorithm; areas with movement are mapped and frames are dropped for static areas
of course the algorithm has a cutoff though, so areas with little movement are marked as static even if it's glaringly obvious to a human viewer

you have to look for it in captain america. millions of people saw it and it went unnoticed. the penguin thing is instantly obvious to everyone looking for it. thus, captain america is a better example of compositing effects.
Oh, if you mean image quality then totally. Although like aldra said, in the captain america one it's a product of compression. In the penguin case it's a much more interesting post-processing effect. Here's the original gif that one was constructed from:
