its not chili without beans. however it doesnt have to have beef or chicken or any other meat in it. but peppers, beans and onions and red chili sauce is needed.

The ICS defines Traditional Red Chili as "any kind of meat, or combination of meats, cooked with red chili peppers, various spices, and other ingredients. Beans and non-vegetable fillers such as rice and pasta are not allowed."

The ICS didn't invent chili...a group of clowns getting together and making their own rules doesn't define what goes in to a dish which historically included all kinds of variance on the ingredients.
