In a normal situation yes. But he needs to save face. He is not popular with his people. He maybe murdered at some point. He's looking at a future of being held for War Crimes along with many of his Officers for the acts of his soldiers behavior of raping and murdering Civilians and PoWs and though stealing from stores to feed his soldiers is a usual acceptability I believe they're supposed to leave behind information to be repaid. Putin is in serious trouble right now. He's a War Criminal for sure. and he might say "Fuck it" and just start WWIII since he knows he's going down eventually. if he starts WWIII he gets to go to a Bunker and live and survive for years to come. not a very nice way to live but he wont go to Prison or be hanged for war crimes by his own enemies.

We won't know the exact date but be aware of the signs
even if this war ends. we are that much closer to the destruction of this planet that will take several centuries to get back to where we are now.
technology will be lost.
people with skill sets will be dead.
educators will be dead.
because most of these people live in the very areas that are targeted by the enemy with nukes. there is no institution in the middle of nowhere that isn't also on the map for destruction. most people who will survive will be farmers out in the middle of states outside of the target zones who won't be able to farm if their supplies are destroyed. so they'll survive because they have the wonderful skill sets of farming but only basic farming for themselves and most likely basic construction work. the others might be the Amish. which are basically self-sustaining farmers and ranchers.
85% of the population will be boiled and or vaporized.
