   Along with the decentralization of the FBI the governors of the several states should be included in a joint oversight committee. Something containing attorneys of both the federal DoJ, state Department of Justice, and civilian members from the state nominated by the governors and confirmed by the state legislators. An Internal Affairs board if you will answerable to the representatives of the states.

   they have enough bomb experts sitting around, they should make and sell their own arms and then bust people that use it for crime.

   They should also sell cocaine and stuff but put a radiological isotope innit so they can track the cocaine and have a way so police can test it in 4 seconds,if it's FBI cocaine it's illegal. People will cut the illegal cocaine with real cocaine until the supply runs so low that they have to arrest everyone and theres a certain threshold of how much for court if it comes down to the nitty gritty, and there will be an arms race of traffickers trying to mimic the isotope which leads to them making their own clandestine breeders
