Identity Theft Through DMV

2017-05-03 at 4:17 AM UTCWe all know how identity theft is done using prepaid debit cards, but I want to know how it's done at the DMV.
First of all, what is needed to get a driver's license at the DMV if a person loses theirs? From my understanding, it would be a birth certificate and a social security card. It appears this way on the site below except that these wouldn't prove residency. So maybe a utility bill. A utility bill could be easily stolen from a person's mailbox, or the person's vehicle could be broken into and their proof of insurance(which usually has their address on it) could be stolen.

Does a person just walk in with a forged birth certificate and a forged social security card, tell them that they lost their drivers license, fill out the forms, get their picture taken, and then receive a crisp drivers license in the mailbox of the victim(that the culprit obviously has access too)?
Does the DMV compare the previous picture with the person in the office, or does this depend on the state? Can they look up pictures from other states?
Would a criminal be best off finding someone that looks very similar to her, gain access(we all know most locks are weak) to this victim's residence, search and steal the victim's social security card and birth certificate(determining if the victim is likely going to notice these missing), then go to the DMV apply for a new license, then receive it in the victim's mailbox?
Do the DMV in any states fingerprint?
Avoiding the DMV, a criminal could find someone that looks like her, either mug or dress up like a police officer and steal the victim's driver's license. The problem with this is that the victim will get a new license with a new expiration date. But will the license number stay the same?
Using fake ID out-of-state at a DMV would be far too risky due to the quality of most fake ID. Although using one to get an apartment/studio(to prove residency) wouldn't be. So maybe a criminal could use a stolen social security card along with a stolen birth certificate, along with proof of residency from the apartment/studio(which would be leased before stealing the documents due to DMV usually requiring six months of residency), to get a license at the DMV...

This can vary state to state, and even county to county depending on how strictly they enforce things.

Yes, although often a new picture is unnecessary because one is already on file. You must resemble your victim.

Depends on how attentive the clerk is whether or not they will pick up on differences. Like stated before however, you at least need to resemble your victim. They can usually look up pictures from other states, but will not do so unless they have a reason to. Getting a replacement license is not a valid reason to look them up.

Seems excessive, riskier, and unnecessary. As long as you can find out the victim's SSN to forge (if it's even required), then you should be fine.

Yes, it varies from state to state. As far as I am aware they will not take your prints again for a replacement though.

Yes, the license number will be the same, but the victim will alert the DMV - or perhaps even the authorities - that the last license was stolen. This will place them on high alert for identity theft. Don't do this.

I'm a little confused here. If you want to register a new license with a stolen birth certificate and SSN, chances are the victim will already be in the system and they will question you about that. If you are just going for a copy, the victim's information will be updated in the system, which enables them to find you should they ever check their info or get a replacement card themselves.

The rest should be easy to figure out from there considering anyone can get a certified copy of anyone's certificate of live birth in most states by simply paying the required fee. -
